Who Are These Guys (WATG)?

Who Are These Guys (WATG)?
Your answers are as good as ours.
Caveat emptor!!!
(Buyers/ Procurers of Architectural Services i.e. Clients beware)!!!

1) WATG who insist that they can prepare, sign and seal architectural documents when in fact 1) they do not have a single academic unit of any architecture subject/ course to their name; and 2) they have not taken nor have they passed a State licensure examination that asks questions about architectural plan and design preparation/ practices.

2) WATG who apparently hire cheap student labor (B.S. Architecture students), have these students illegally perform architectural services such as draft/ prepare architectural documents, and then make such documents look official (they say “professional”?) ostensibly by signing, dry sealing and passing off as their own the sub-professional work of said students i.e. apparently without fully understanding what they are signing/ sealing?

3) WATG who apparently hire cheap the perennial repeat takers and failed takers of the licensure examination for architects (LEA), have these repeaters illegally perform architectural services such as draft/ prepare architectural documents, and then make such documents look official (they say “professional”?) ostensibly by signing, dry sealing and passing off as their own the sub-professional work of said LEA flunkers i.e. apparently without fully understanding what they are signing/ sealing?

4) WATG who have direct access to the architectural documents of many architects, and are apparently/ possibly tempted to take advantage of such untrammeled access to such a vast repository of architectural documents i.e. plans, designs, details, drawings, schedules, specifications, estimates, contract documents?

5) WATG who apparently “practice architecture” by supposedly merely “copying” from other architectural documents without giving much thought to intellectual property rights (IPR) attached to such documents and the ethical implications of such acts?

6) WATG who reportedly sign and seal the architectural documents prepared overseas by foreign nationals who cannot practice architecture lawfully in the Philippines?

7) WATG who have the temerity to sign and seal the architectural documents only to later say that they cannot assume the professional responsibility and civil liability of architects (since they are not architects)?

8) WATG who say that architecture is a branch of another profession and that architecture is only a recently recognized profession (when in fact the profession of architecture is at least 4,000 years old and that the term architect comes from an ancient Greek word i.e. arkitekton meaning “master builder”)?

9) WATG who say that they are fully capable of performing architectural services when they could apparently not even draw a simple architectural floor plan/ section/ elevation combine, much less a simple two (2)-point architectural perspective, without aid from a person with knowledge of/ skillsets relating to architecture?

10) WATG who say that they are fully capable of performing architectural services when they could apparently not even a) understand the basic/ simple concepts of (and mandated compliances relating to) yards and setbacks for buildings; or b) the effects of impervious surfaces (i.e. surfaces/ finishes that block surface water percolation and that accelerate flash-floods) that surround a building?

11) WATG who say that they are fully capable of performing architectural services when they could apparently not even understand the basic/ simple concepts of (and mandated compliances relating to) legal easements under the Water Code of the Philippines?

12) WATG who say that they are fully capable of performing architectural services (which includes physical planning and urban design) when they could apparently not even understand that the road right-of-way (RROW) is part of the public domain i.e. not for private use and enjoyment?

13) WATG who say that they are fully capable of performing architectural services when what they apparently say, promote and tolerate is that a single-detached building (usually built at low density residential/ R-1 areas) has to have firewalls???

14) WATG who say that they are fully capable of performing architectural services when what they apparently say, promote or tolerate is that operable windows are permitted on a firewall?

15) WATG who say that they are fully capable of performing architectural services when what they apparently say, promote or tolerate is that openings in a carpark building wall and on a fire exit stairways can be covered by vinyl billboards/ commercial displays?

16) WATG who say that they are fully capable of performing architectural services when they apparently cannot even tell their clients about the effects of dark-colored/ shaded walls/ cladding and roofing on the building users i.e. that these maximize solar heat gain arising from undue/ excessive heat and light absorption?

17) WATG who say that they are fully capable of performing architectural services when their apparent concept of tropical design pertains to the extensive use of masonry surfaces that extensively absorb direct/ reflected heat from outside buildings/ structures and then release the same heat inside buildings/ structures, thus creating a “human oven” effect?

18) WATG who say that they are fully capable of performing architectural services when they could apparently not even correctly comprehend/ interpret the architectural sections and rules of the National Building Code of the Philippines (NBCP) i.e. mainly Rules VII, VIII and XII?

19) WATG who say that they are fully capable of performing architectural services when they could apparently not even correctly tell their clients where the sun rises and sets and where the major winds come from i.e. all sources of heat, light and ventilation which need to be controlled inside and outside the building/ structure?

20) WATG who say that they are fully capable of performing architectural services pro bono when what they could apparently manage to do is only to make life miserable for their trusting clients, who then have to suffer for the “pretending” architect’s mistakes?

21) WATG who say that they are fully capable of performing genuine architectural services when they apparently think that there is no conflict of interest in contracting or supplying the project that he/she “planned/ designed” i.e. a situation that puts their clients in a “no-win” situation?

22) WATG who say that they are fully capable of performing genuine architectural services when their concept of design-build services is not to design-manage/ administer but solely to design-construct/ contract?

23) WATG who are primarily responsible for the extensive concreting of the built environment that has resulted in:
1) maximized heat and light reflectance near the ground (where humans move about and dwell);
2) in increased near-ground ambient temperatures;
3) in flash-flooding brought about by massive amounts of impervious surfaces i.e. paved areas in and around buildings that do not allow percolation i.e. water seeping into the ground to retard surface water flow that cause floods; and
4) in flash floods arising from potentially faulty design of road rights-of-way (RROW) that actually act as high speed canals that channel rain water and surface water to the lowest elevations/ locations at an accelerated pace?

24) WATG who are the entities primarily responsible for the design and erection of the oversized, non-mobile billboards that unduly cause the visual clutter in the urban environment and in our countryside and which cause deadly “accidents” during times of extreme events?

25) WATG in Government who are supposedly knowledgeable on technical matters but who apparently blindly “serve” their political masters, thereby causing the widespread violation of the National Building Code, the Fire Code, the Accessibility Law and the Water Code and further causing many of the problems we now experience everytime there are extreme events i.e. storms, excessive rain, etc.?

26) WATG in Government who are supposedly knowledgeable on technical matters but who apparently tolerate, encourage, aid, abet and “permit” potentially illegal/ unlawful construction, buildings, structures and informal settlements in apparent defiance of law (actually of the many valid and subsisting laws)?

27) WATG in Government who apparently “disappear” in times of flashfloods/ heavy flooding, mudslides and landslides i.e. possibly because they may be unable to explain the “real” causes of the flood or flood-induced situation?

28) WATG in Government who are supposedly knowledgeable on technical matters and who are supposedly empowered by law but who apparently are the primary cause of the utterly dismal appearance, performance and state of the built environment.

To be absolutely sure that You (as a potential Client) will truly get premium architectural services, please deal only with registered and licensed Architects (RLAs), who will assume the requisite professional responsibility and civil liability for the architectural documents that they will prepare, sign and seal.

RLAs charge fees for their professional services (earned by completing a B.S. Architecture program and by passing a State licensure examination that is 100% about the planning and design of buildings and their settings). When someone offers You (as a potential client) architectural services for “free”, then it may be an indication that the offeror does not understand architecture at all or that the offeror may still charge such services “secretly”.

Lastly, R.A. No. 9266 (The Architecture Act of 2004) is the only Philippine law that states who can lawfully prepare, sign and seal architectural documents. There is no TRO, no injunction, no court order and no constitutional question/ prohibition against any of its provisions. R.A. No. 9266 has been in full effect since 10 April 2004. Its IRR has also been in full effect since December 2004.

UAP Architect's Private Practice Center (UAP APPC)

The Area A council of fiscal year 2010-2011, through the leadership of Arch. Richard M. Garcia, fuap had incorporated in its program “Reach More Goal” the planning, designing, construction, and interim management of the UAP Architects Private Practice Center at the Third floor of UAP Headquarters. The center was completed last January 2012 with the assistance and support from Area B, C and D and several sponsors. The center will serve as a virtual and time sharing office for starting architects, architects in the provinces and architects looking for a branch office. The facility will have a secretary employed by the UAP and will basically run the office for the architects according to the package availed. The center will be self sustaining and all the net earnings will be turn-over to the UAP National Treasury.

The APPC will be activated August 1, 2012 after two weeks of intensive marketing and promotion through direct email to Chapter Presidents and Social Network postings starting July 17, 2012 by the UAP Secretariat led by Finance Officer Alma Valencia.

The APPC will be a test market project for the Architect Business Center that will be set-up by the current administration under the PROMOTE AND PROTECT THE PROFESSION AND SERVICE TO MEMBERS advocacy and theme for 2012-2013. If the APPC concept is successful, a similar and more formal office of the Architect Business Center will be offered on the second floor of the UAP Headquarters, with more individual Architect rooms and more amenities.

June 2012 Architecture Board Topnotcher Speech

by Benjamin Casono

My physics professor back in college began her lesson on the Principle of Uncertainty proposed by Heisenberg in 1927, by asking us: “How do you know that the sun would rise again tomorrow?” The predicted end of the world was a hot issue back then. Clearly, the answer to the question was: No one would know. We can never know for sure, but we can only believe so.
“To see is to believe”. Yes, we woke up the next morning and we witnessed the sun rise again. That is the beauty of hindsight. Well, what about illusions and hallucinations, parallax, color-blindness, lucid dreams, etc? Being so much dependent on our hindsight, we have taken for granted that the reverse is what usually occurs and could even be more profound. We have all forgotten that “to believe is to see”, that we also have the gift of foresight.
PRC Commissioner Honorable Teresita R. Manzala, PRBOA Chairperson Architect Armando N. Alli, UAP National President Arch. Rozanno C. Rosal, deans of various colleges, distinguished guests, fellow architects, venerable politicians, beloved parents, professionals, ladies & gentlemen, good afternoon.
Bago po ako magpatuloy, nais ko po muna batiin ang lahat ng congratulations.
To establish my point, first, let us look back and reminisce our nostalgic, glorious days of reviewing and preparing for the board exams, the whole duration of which can be broken down into three phases: foresight, hindsight and what is in between.
Our foresight was when we were preparing for our exams, strategizing, internalizing, anticipating probable questions, building confidence & strongly believing in ourselves and in the thought of successfully passing the exams. This was where we had a great field of uncertainty and randomness ahead of us where we only had to believe in order to see.
Now, the hindsight was having read the PRC post online that we passed and we have done well in our exams. “To see is to believe”.
Now what happened in between our foresight and hindsight for me, is the most sensational part. This is the part where we believed in our lecturers and mentors as if they were priests, and in our books & reviewers as if they were our Bible.
My point is, the bridge between our foresight to our hindsight, is where the magic happens. It is where we take the risk of walking into the great sea of uncertainty, and entrusting our lives & our future to each other. This also happens when we entrust our design and specifications to our chosen engineer, contractor, foremen, workers and laborers. This even goes on in daily lives of people like me, riding a jeep, when we entrust the whole 15 to 30 minutes of our lives to a jeepney driver, a total stranger.
Belief, trust and faith in other people, in our goals and even in our own ideas are the pillars of the bridge we walk across, over the deep gap of uncertainty.
Mga kaibigan, hindi ko po sinasabing magpaka-utu-uto na lang tayo o magpaka - “bahala na” o “bahala ka na”. Of course we take precautions, we verify things, we monitor them, we have to be watchful but not paranoid, we also trust our instincts, we do research, we do our part, and we choose the right people to believe in, that is when we have a choice. But this does not mean that we give doubt, for to do so is to never proceed at all, and to breed doubt, is to slowly destroy everything that was built. Doubt takes away all our guts to take the risk & to take a leap of faith towards something possibly greater.
Friends, we are now in the business, in the professional business of Architecture and I strongly disagree when they say that this is “only business, nothing personal.” Business, being run by humans, is a personal matter based on relationships. We are not merely mechanical machines that are connected by bolts or rods and driven by gears. Instead we are all linked by the trust we build with each other, and fueled by the passion we share. We get a partner, or partners whom we trust that they share our visions. We hire an accountant to whom we entrust our hard-earned money to.
Johann Wolfgang Von Goethe once said: “Treat a man as he is and you make him worse than he is. But treat a man as he has the potential to become and you make him better than he is.”
Before I finally end my speech, I would like to selfishly take this opportunity to thank the PRC, PRBOA & UAP, and the two universities I came from: Ateneo de Manila and UP Diliman. I would also like to thank some particular people I believed in and have learned so much from: Arch. Rey Gabitan, Arch. Jeremiah, alyas “Jeje” Queddeng, Arch. Emilio Ozaeta, my mentors: Arch. Nicolo del Castillo, Arch. Danilo A. Silvestre, sir Felix Chua & sir Jerry Araos. I would also like to thank my first mentor & my kuya Arch. Avegail Casono, with his wife Arch. Edra Belga Casono, plus my ate & professional guidance counselor– April Joy Casono. Thanks also to Mr. Dondi and Mrs. Christina Aguilar, for all the encouragement and assistance most especially during the crucial week of exams. I would also like to thank a very special & faithful friend of mine – Arch. Paul Henrick Letana. Also, I would like to thank my girlfriend, who is of course, here with us today, who is also my best friend, my partner, my first employer, my constant companion and commander, Arch. Darlene C. Aguilar. I always feel so lucky and blessed because she chose me, and she always believes in me. Also, many thanks to my tatay and nanay. My tatay lived most part of his yearly life in a ship, as a captain, sailing oceans of deep and dangerous uncertainties. Being far from land and from his family, he knew he could easily get swallowed by the ocean or by his own loneliness, yet he chose to believe in what he does just so we could have a convenient life. My nanay on the other hand, never left our side so she could give us her full support and guidance all the way. Both of them always believed in the success of their kids. Mula po sa kaibuturan ng aking puso, mahal na mahal ko po kayong lahat.
And of course, most of all, I would like to thank Him, yes, capital H, I, M.
And also, let me congratulate and thank you all in advance, for being great Architects of this Nation, that truly believe & serve The Filipino People.
Well, finally, believing does not really ensure a 100% success of course, but it dramatically increases the chances, trust me. If only we could learn how to harness the power of having faith in everything we do, in the people we trust, and in the goals we pursue, and in Him, then we can say with great confidence to every challenge we face: “Consider it done.” Mabuhay po tayong lahat, mabuhay po ang Pilipinas.

BluPrint 4th Annual Visionary Design Competition (AViD 2012)

BluPrint 4th Annual Visionary Design Competition (AViD 2012)
Theme: Destination Pit Stop
The vision of the Aquino government’s National Tourism Development Plan, launched in early May, is for the Philippines “to become the must-experience destination in Asia”. The Department of Tourism slogan “It’s more fun in the Philippines” has drawn international attention to our destinations, particularly to our UNESCO World Heritage Sites. This year is the40th anniversary of the UNESCO World Heritage Convention, which established the UNESCO World Heritage list.
The National Tourism Development Plan’s goal is to increase international tourist arrivals to 10 million, and domestic travelers to 35.5 million by 2016. The Plan is anchored in the safeguarding of natural and cultural heritage, and advocating their sustainable use. It calls for the improvement of tourism destinations, the development of a sustainable tourism destination infrastructure program, and the design and construction of tourism information centers and support infrastructure.
This competition honors both the National Tourism Development Plan and the 40th anniversary of the UNESCO World Heritage List by asking for the design of a tourism visitor center at any one of our World Heritage sites. Solutions should foster the dialogue between old and new, past and present, natural and manmade, in a manner that is most sensitive to these fragile gifts.
To register and submit your entries, log on to:
MECHANICS
About the competition:
  1. The competition is to design a contemporary and site-sensitive Pit Stop/Visitor Center to be located at any one of the Philippine World Heritage Sites:
  2. The size of the Pit Stop, as well as its precise location within or on the edge of the site Buffer Zone, is up to the participant.
  3. The Pit Stop will be a visitor/tourist information center providing information on the World Heritage Site’s significance. The precise program of facilities such as toilets, restaurants, retail outlets/convenience store, refueling station, etc. is up to the participant.
There is no restriction on the construction materials to be used. There is also no budget constraint. However, the design must be sensitive to environmental, cultural and socio-economic realities of the UNESCO World Heritage site (e.g.: a fragile environment facing pressures from large visitor numbers; meager operations and maintenance budgets, etc.), and must respect the World Heritage criteria that were used to select the site. Refer to http://whc.unesco.org/en.
